On the speed question, the sequencing in the text is the constraint. Article 93(1)(c) lets the Commission request that a provider restrict availability, withdraw or recall a model, but 93(1)(b) ties mitigation requests to an Article 92 evaluation that has produced a serious and substantiated concern of systemic risk at Union level. Article 93(2) lets the AI Office open a structured dialogue first, and 93(3) lets the Commission make offered commitments binding and declare there are no further grounds for action. Fast is possible on paper; the evidence threshold and the dialogue step set the clock.

The useful shift here is from abstract safety language to a procedure the Commission can actually run. Evaluator capacity will decide whether the Act becomes a working instrument or another tidy layer of guidance.
